Upper Lachlan Shire Council has endorsed a revised policy and revised Code of Practice to support the effective governance of its Section 355 Committees, reinforcing Council’s commitment to transparency, accountability and the long-term sustainability of community-managed facilities.
Section 355 Committees play an essential role in managing Council’s community assets, including halls, showgrounds, recreation facilities and reserves. These committees are made up of dedicated local volunteers and continue to be the heart of many communities across the Upper Lachlan, contributing countless hours to ensure facilities remain welcoming and functional.
The newly adopted governance framework provides clear guidance for committee members on their roles and responsibilities, financial management, risk management, reporting obligations and legislative compliance. The framework has been developed to promote consistency across all committees while supporting volunteers in carrying out their important work with confidence.
Mayor Culhane said “Council greatly values the contribution made by the volunteers who serve on Section 355 Committees.
The Section 355 Committee members are passionate community volunteers who give their time and expertise to help manage important local facilities that bring people together, without these volunteers there would be no committee. These updated policies are designed to assist the function and best practice of those involved.”
As part of the resolution, Council adopted a revised Code of Practice and Section 355 Committee policy to support the volunteers by providing clear expectations, practical guidance and a consistent governance framework. These changes will help committees continue their excellent work while ensuring good governance practices are maintained across all Council-managed community facilities.
Council CEO Alex Waldron said “The adoption of the updated policies and procedures reflects Council’s ongoing commitment to best-practice governance and to supporting the volunteers who are integral to the successful operation of community facilities throughout the Upper Lachlan Shire.”
Council will continue working closely with Section 355 Committees, providing resources, training and ongoing support to assist volunteers in fulfilling their important responsibilities.
