Draft Developer Agreements Policy 2026
Upper Lachlan Shire Council’s Draft Developer Agreements Policy 2026 sets out a clear and consistent framework for how Council will negotiate and manage agreements with developers.
These agreements are intended to ensure development contributes appropriately to local infrastructure and delivers broader public and community benefits.
The policy covers two main types of agreements:
- Works In Kind Agreements (WIKAs): Allow developers to deliver infrastructure identified in Council’s contributions plans, with the value of the works generally offset against the developer’s required contributions.
- Voluntary Planning Agreements (VPAs): Provide greater flexibility for developers to contribute land, infrastructure, funding or other public benefits, including benefits that extend beyond those identified in existing contributions plans.
Draft Local Contributions Plan 2026 – Public Summary
Upper Lachlan Shire Council’s previous development contributions frameworks have guided how development contributes towards local public infrastructure, amenities and services.
The Draft Upper Lachlan Shire Local Contributions Plan 2026 updates this framework to reflect today’s planning environment, current infrastructure needs and updated population forecasts.
The Draft Plan provides a contemporary and consistent basis for Council to collect contributions from development towards the delivery of infrastructure and community facilities required to support growth across the Shire.
The Plan has been prepared in accordance with the Environmental Planning and Assessment Act 1979 and the Environmental Planning and Assessment Regulation 2021, providing an updated statutory framework for development contributions in Upper Lachlan Shire.
Overall, the Draft Plan aims to ensure that new development makes an appropriate contribution towards the infrastructure and services needed to support current and future communities.
How to make a submission
- Public submissions will need to be received in writing to Council during the public exhibition period.
- The submission period will close at 5.00pm on Wednesday 25 November 2026.
- All submissions must be addressed to the Chief Executive Officer.
